SRINAGAR: About 14000 civilians and 5000 security force personnel have been killed in militancy violence in Jammu and Kashmir in last 26 years, Home Ministry figures revealed.

According to Home Ministry report, 13,921 civilians and 4,961 security force personnel have lost their lives in militancy related violent in J&K till 2015.

The human rights groups and separatist organisations have been alleging that about one lakh civilians have died in the turmoil in last 26 years.

Jammu and Kashmir has been witnessing militant violence for over two decades now. The militancy erupted in the State in 1989 and has witnessed different phases since then.

As per the report, 33 security force personnel were killed in 2011, 38 in 2012, 53 in 2013, 47 in 2014 and 39 in 2015.

About the civilian killings, it reveals that 31 civilian died in militancy violence in 2011, 11 in 2012, 15 in 2013, 28 in 2014 and 17 in 2015.

The report reveals that there has been decline in militancy related incidents in the State in last five years.

Against 340 militancy incidents in 2011, 220 were reported in 2012, 170 in 2013, 222 in 2014 and 2015 in 208.

The Home Ministry report has linked the militant with infiltration of militants from across the border, both from the International Border (IB) and Line of Control (LoC).

Jammu and Kashmir is sharing the IB and LoC with Pakistan.

“The central government in tandem with the State Government has adopted a multi-pronged approach to contain cross border infiltration. It includes strengthening of the border infrastructure, multitiered and multi modal deployment along the International Border/Line of Control and near the ever changing infiltration routes, construction of border fencing, improved technological surveillance, weapons and equipments for security forces, improved intelligence and operational coordination, synergized intelligence flow and pro-active action against militants within the State,” reveals the report.

It states that central Government has adopted various counter militancy strategies to neutralize the efforts and capabilities of militants to disturb the peace in the State.

“The government has also encouraged policies to mainstream the youth and discourage the local youth from joining militancy,” it said.

According to the report, the pro-active suitable measures are being taken by the security forces to safeguard the borders from cross-border militancy and to contain militancy and to ensure that the democratic process is sustained and the primacy of civil administration restored to effectively tackle the socio-economic problems facing the people on account of the effects of prolonged militancy in the State.
